Anyone else having issues like frame drops/micro stutters and occasional freezes?

Took a month break from ESO to play Diablo 4 and recently came back for a bit and have notice alot of performance issues.
4070 ti
i5 13600k

Occasionally ! the game stutters etc but usually this is far worse at weekends especially during festivals and events ! ... Hence whilst people are playing Whitestrakes mayhem I am on the discussion pages having given up trying to play the current garbage ! ,,, Sooner the event ends the sooner the game will return to normal

I have a 3060 and I've had to reinstall the drivers a couple of times. Seems like ESO freaks out if anything slightly changes. The driver reinstall fixes it for me anyway.

I use the WHQL version of drivers and I lock the framerate to my monitor refresh so there's no stutter and no screen tearing whatsoever.
