Help an enchanting noob: why can I not put a lesser glyph of absorb health on a level 24 steel sword?

A lesser glyph is for gear levels 25-29, you need to instead use a minor glyph, which is for gear levels 20-24.

Levels must match ! /// OR the enchant must be lower than the item to be enchanted ! .... To be honest i think much of the crafting is unnecessarily complicated ! After all low level glyphs have hardly any use as you gain knowledge and skill !
