If you mean the DLC, it's in the Crown Store under the DLC section. You can also gain access to the DLC by activating ESO+. If you mean the blade, you don't need to buy it. You gain it automatically from the quest.
First you need to meet Amelie Crowe at some Outlaw's Refuge.
You need to go to the Gold Coast and "murder" someone in Anvil.
Then go to the light house for a quest which is impossible to complete without killing a bunch of people. PS. Make sure your game settings are changed to allow you to kill harmless people or you will not be able to murder.
Blade of Woe is a two edge blade you might say. It allows 1 strike kills from behind. But, you only get 1/2 the experience points with using it.
Don't think so as Summerset is an expansion and not a dlc and Summerset is how you unlock jewelry making/deconstruction.
but not summerset? because its an expansion? I remember never being able to do anything to jewelry so thats new.
Since there's an ESO+ trial right now you can just follow the steps given by Met A Demon Once, begin by finding Amelie Crowe.
