Advice on a Dunmer Telvanni Build?

So I love being a mage in Elder Scrolls and curious how I should go about making my Dunmer mage in ESO as I'm completely lost. Can anyone offer some advice to a first time player?

light armor benefits magicka users, medium armor benefits stamina users and heavy armor benefits health. your armor enchantment should be magicka. What is your weapons of choice, pick two as you will eventually be able to use two at level 15.

Probably be a staff for one weapon type.

What class are you first off?
if magicka DK which would suit telvanni the most imo I could share a build.

Well, stuck as a sorc then, look up yolo wizards build on the internet, probably best sorc in the game
