Start the game up playing thru the steam game and Not thru a launcher from the ESO website, Once in game push the "," key and the store will popup asking you to goto a External website.
From that youll be able to Buy the game or Buy crowns, Since your playing thru steam youll be able to buy Crowns with Steam $$ and not from your Credit card.

You open the shop in game, click buy crowns or whatever. It'll then open a web browser to their site. Log in. Scroll down and click the number of crowns you want. It'll then take you to the Steam website the log in and confirm a purchase there with your steam funds.

Why it doesnt just open the purchase confirmation in the Steam Launcher right when you click buy crowns ingame I have no idea. Even Maplestory does that. If a game like Maplestory can use the Steam Launcher to buy ingame currency... So should ESO.

I dont play through steam even though i bought the game on steam. Many people told me that the steam download gets screwed up so i downloaded from the website

you still can, either you play from steam or not shouldnt matter, your code that you redeem still from steam, which is enable you from buying crown using steam wallet

just try to buy crown on the official website, it'll redirect you to XSolla, which is the 3rd party they use to let you buy crown using steam wallet
