The actual effect is negligible - a few unimportant NPCs die or not, but since the game is terrible with continuity (and to be fair doesn't really need to be different), nothing you 'choose' throughout the game has actual, far reaching consequences.

Essentially your path does not change in any case and your choices don't matter magically 5 quests later when something you did back then comes to bite you in the ass.

It's mostly flavor text, the game designers ultimately decide which NPCs are "important" and cross paths with you in more or less meaningful ways - you can't lock yourself out of later quests by choosing.

As far as i'm aware, mind you.

This may be me not paying much attention or caring about the 'small' NPCs, but if you are interested, google it - people have noted down every possible choice as far as I know.

yeah familer with the the 'whoops the kind old lady you helped was evil' questlines.
need 2 pieces of info:

if i let the Docks fall, does it wreck the sailing and or transport spot there

2. list of the named, semi impotant who die on both choices.

Usually soldiers die to save civilians. I think sacrificing civilians to help soldiers is not right.

ED: But we are talking about old days. Maybe "right" was different then. And defeat of soldiers meant the end for all.

It will break nothing.

Play the way you want. Those npc's don't appear again, they are just for the quest. I usually defend the docks, i mean, the fort have a lot of soldiers and the dock doesn't (?
And the npc's who live or die don't matter in future quests.
For example, in orsinium i remember seeing Evely Sharp Arrow dying from an arrow headshot, but shes back in blackwood.
Or Sai Sahan, i remember killing him (had to sacrifice one of the team in the main story) and i choose him bc i hate it so much for being a simp. And he latter appear in Dragonguard.
Lesson? If you kill anyone really important, they will resurrect and reappear

Oh dang, that may be the most jarring one yet, right next to Lyris lurking about in the Fighter's Guild when she is still supposed to be in frickin' Oblivion.

And I have experienced weird things for doing stuff out of order.
Let out a legitimately felt deep sigh when Naryu didn't recognize me because I did Morrowind before doing the Pact questline, and then I met here there 'for the first time'.
Or something. It was her, and she didn't know me when she should - it's been a while since I went pact questing.

Like I said, they are not good with continuity, and that's maybe also somewhat understandable with the amount of story content, but still it hurts sometimes.

Try yourself and make a complete list, cuz no one cares about those npc's. I mean, who cares for a starter zone?
