If you argue this point then you're trying to tell people to go to a non legit online retailer, e.g. grey market which CAN get your key/account disabled due to being illegitimately obtained. Buy from LEGITIMATE retailers only.

You still can, actually. However, as there's no refunds, price reductions or extra keys for any owned Chapters, the value of getting the Collections drops the more existing content that you own, even if it's on sale.
It's still a good deal if you can get the collection on sale, if say, you only have the base game owned.
The standard game includes NONE of the extra chapters, buying High Isle gets you all the chapters, so the price difference, IMO is worth it.
