Possible to activate the game on steam if bought Online?
I bought the game online, not on steam, made an ESO account and activated the game code on the Elder Scrolls Online website.

I would like to know if its possible to get/unlock the game on steam in case I wanna play it on a Steam Deck for example.

No luck, been waiting for that since original release back in 2014... If memory serves, there were plans for it back then but nothing... sad :/

F me then... download speed through launcher is aids... 8MB/s max while I have 400Mb/s average on steam wtf.......

You need to have the base game on steam and then you can link your steam with your existing ESO account and it will let you play the expansions you already bought online, you do NOT need to buy them again on steam. I bought the base game on steam and then some time later the expansions on humblebundle and it gave me the ESO keys, not the steam keys, yet i still play on steam.
You are paying for the base game twice, but now you should be able to play via steam.
Also another thing i've noticed, some updates it will download via steam but then some will download via ESO launcher...
So if your main concern is download speed via launcher, buying it on steam won't change much since you are still downloading some updates via launcher. I do not know how it decides where to download which update.

I bought the base game on "cdkeys" and it gave me a ESO key. So there is no way I can get a steam key from this I assume?

Correct. As far as i know, for just the base game you will have to rebuy it if you want it on steam.

i link my account from TESO to steam, and still telling me to buy it on steam, and I already have it bought from the official page, and the support does not help me
