Report a translation problem
To fill up the wheel: Go to the Inventory--press "I"--and find a thunder icon at the top center area. There you will find the quickslots loading menu. It allows to slot certain things at the main wheel, as ZoS added more quickslots wheels at this very update (few weeks ago) that are accessed at other places for very limited items and actions.
The other wheels can be accessed for use by navigating w the mouse left and right click while hold Q. The items in the main wheel are meant to slot at the Q action (used by press Q during gameplay as I said before) while the ones at alternate wheels are to be used instantly by selecting the wheel where is the item or action and then selecting such item or action and releasing Q while keep the mouse over the intended item or action.
To fill up the alternate wheels: Press U and navigate around to what you wanna have at a wheel other than the main wheel. Certain collectibles have specific wheels, like emotes and tools. You will learn it quick.
Bonus Stage: in the future, when you get into mods (get Minion to do it all w them, from find to install/uninstall, to update to backup), get ESOpie to add more quickslots wheels w expandable slots via keybinds (note: in ESO, you can use the very same key for up to 4 things if you unbind Shift, CTRL, and Alt so to combine them w whatever letter, number, symbol or Fn key you wish to use for more than 1 thing).
