SOS Issue with mouse in menus

I have been looking all over the internet to fix this, and cant find a fix. Its been over a year since i played eso, and when i am in most of my menus (ill use the cp menus for this example) but i cant click on the values on the screen to raise or lower stats. it tells me to use 7 for down and 9 for up. its incredibly frustrating. it does the same thing in almost every other menu where i cant use my mouse to select things, even tho i can see my mouse moving. Can anyone help me? lol

OK thank god, when i logged on it told me accessibility mode, and i didnt really know what that meant, but turning it off fixed it so thanks :)
