the craft bag will become locked when eso+ runs out, meaning you will still have your craft bag with whatever contents it had in it, and you will be able to and primarily access materials from the craft bag at all crafting stations and from your inventory menu, BUT you will no longer be able to manually or automatically deposit any more items into the craft bag until you have eso+ again
as far as other items that are unrelated to the craft bag... you should keep all of them...
no items are ever taken away from you when eso+ expires as far as i know...
even if you store more items than you can normally hold in your bank then eso+ expires, it will follow the same mechanic as craft bag by allowing you to keep&withdraw the items just not deposit
AFter your subscription is up when you are at a crafting station items ALWAYS come out of the crafting bag first.
Which means holding cheep crafting goods in the bank or on your character after the sub ends just takes of space... until everthing is gone out of the craft bag.
Id suggest buying lots of the cheaper crafting stuff while you have the subscription and stuff your craft bag and then get an addon- (dustman is my favorite) to junk new ones you pick up after the subscription ends.
I'm thinking cheaper trait and motif stuff/stones and provisioning materials primarily.
