Make sure to open those Celestial Rifts while vacationing in Craglorn.
Ignore them. The ESO community has turn extremely toxic and their entire deal is to feel animosity towards "the new player that is casual and ruining the game" or "the old player that is jagged and now only hates the game", specially in this forum where a lot of people have drink the cool-aid and lost it, now rather than playing most stay here in the forums attacking anyone who dares to make a single criticism of this game.
You will continue to see them saying "go to a trial, go to do a vet arena solo, go to this go to that", ignoring the fact your entire post is about Overland content from the perspective of a newer player not min-maxing, but that has being their defense for years, "game is actually not super reasy because 20% of the content is super hard", except the conversation is not about that 20%. Like I said, better to start noticing who they are and block communication, trust me your forum trips will be much more pleasent and most of this people just repeat the same things over and over, so it´s not like you would waste their conversation or anything they have to say. I specially recomend blocking @Basil.Threekings, @MMOGamer71 and @Lowbei, you won´t have a normal conversation with any of this three and they will continue to bait users into arguments to later use the report feature and try to get you blocked. Also 2 of them are extremelly narcisistic and 2 are alt-right wackos.
As for your post, sadly, I´m afraid no. All zones are always the exact same level for you to melt everyting even if you are unnarmed and only spamming a single skill that is not meta. If you plan to keep on going solo your only chance to improve difficulty would be to do the two solo arenas, but frankly it´s not exactly a difficulty spike, it´s about enemies hitting harder and having more health, sometime with skills that wouldn´t even remove half your health in normal becoming one hit dead scenarios. People will also tell you "go do content meant for groups but solo", but again, that´s not difficulty, it´s just more tedious and slow and you can remedy most of it by simply using different sets, so again, no real difficulty.
I would also like to add (and brace yourself for people insulting me because they disagree) as someone who has every single DLC dungeon and Trial complete on vet, this game is not difficult on any instance. If you die on vet trials is because someone forgot one mech or didn´t knew it, or the damage it´s so low that more adds appear, or you being there for quite some time you start to get tired and make more mistakes. But if you get a full group of people who know mechs perfectly and have the minimun requiere damage to clear content (20k stable) plus patience, you will destroy every single content in this game and none of it will feel like a challenge.
Lately they tried to "balance" difficulty and nerfed just about everyone, but again that didn´t made things difficult but just take longer, and people complained so much that they half nerfed everything and didn´t have the balls to remove animation-cancel, which is the technique end-game PVP and PVErs use to stay on top of the rest of players. Mind you, animation-cancel was never intended for the game, but since this players relly on it for keeping themselves at the top of the leaderboards, they started a childish meltdown on the official forums about unistalling the game and stop paying if they removed this "feature".
And that´s the reality of TESO "dfficulty", difficult only means you need to know mechs that generally are not explain in game (but people install an addon that tells you and even then ignore it) and it will take longer to complete, but no challenge. Sorry for such a long post but I hope it provides the answer you are looking for, and trust me don´t get mad over this users who only insult you for daring to have an oppinion of the game that doesn´t line up with theirs, they are all very childish and it´s pointless to engage in any way.
Go complete vet maelstrom arena while still around lvl22-24 and naked, in under 30mins. In video.

And people have already done runs of vMA without armor or CPs years ago when combat was harder than it is today.
It's a game for questing and chilling.
Standard story content (overland stuff) isn't meant to be overly challenging, it's meant to be enjoyable. This game is about having adventures, exploring, challenging group play, sweaty pvp, and crafting/economy stuff. It's friendly to solo players and group minded players alike, but it's not Dark Souls. The main entry TES games are also very easy to play mind you.
If you want more of a challenge, I suggest running dungeons and doing the Undaunted pledges. It may seem a bit much to deal with people (trust me I know that feeling) but most people in this game are pretty chill and happy to help new players.
Questing in ESO never gets even a little bit hard, which has always been my gripe. Thankfully there are other things to test your solo ability. Firstly there are Public Dungeons, just a step up from Delves and also Dolmens which you can try alone (Fighters Guild and Mage Guild Quests go to these if you want a quest too). Next you have World Bosses and Normal level Dungeons you can try alone. Then Maelstrom Arena in Orsinium. Then try Veteran Dungeons!
In the past Questing was more of a chore than easy... Enemies doing sufficiently more damage instead of the current system of all enemies being champion level 160 by default.
Veteran world content just was a slog as you would be forced to do quests in X zone and only that zone. Not allowing you to move to the next zone.
You are suffering from the sunk cost falacy. If you spend money on something you are more likely to play it for longer even if you find it boring.
As people stated above. Craglorn quests are all group based content. Some dailies in DLC zones also all have group boss quests which can be challenging. Murkmire walks-like-thunder... Most annoying boss you'll face. People can share dailies too which means you can get more rewards easier in groups.
Veteran dungeons are more challenging in general. Learning new mechanics of bosses (when you never played it in Non-veteran content) makes it more fun in general.
Every MMO unfortunately has boring Questing Solo experiences.... It's all mindless grinding doing checklists. The exception is when the game focuses on Quality based quests instead of quantity. But then you run out of content to do afterwards.
Sounds like you need to simply tear off the bandaid and play another game/MMO.
