2-You need HIgh Isle for the chapter zone where you will excavate the various leads for that piece. That one is currently on sale with RL money.
3-You need several Dungeon DLCs where some of the leads drops, those are sold in-game via crowns.
4-You need patience to level up the skill to max level and get the leads.
And when you´re done with all of that I pressume the next chapter will be launching which will nerf the Oakensoul Ring even more and make it unviable. Lesson here is that don´t plan for things that will take you more than a week in this game unless we are talking decorating. And trust me, it will take you more than a week.
