Hircine's Gift is not working

I already tried to repeat this quest about 20x. she tells me to eat mamoth with the pack. but there's nothing I can do to make it happen !!!!!

This is a traditionally buggy quest. The first time I did it, I ran into the same issue, and ran around in the area for about 10 mins back and forth to the spot where it was supposed to happen before it finally triggered. There are slightly different iterations of the quest, where the big game monster you need to kill is different, and have found the mammoth one is the most buggy. My advice, either walk away and do something for 10 mins (make sure you dont timeout though) and come back to see if its ready, or drop the quest, wait like 15 mins to allow it to completely reset, and try again. Hopefully you get a different monster.
