IC event, Molag Bal drops

I've got to the IC event yesterday, with one of my characters. Got in a big group, and we killed Molag Bal several times, but the only reward I got was a scamp pet, in only one fight. Every other fight against him resulted in drops of 5 key fragments. The daedra there are also dropping only 5 key fragments, and random armor of white and blue qualities. Some daedra only drop 1 gold. Also, the tel var counter didnt go above 3x, after collecting around 5k stones. Are the drops bugged or is it really like this?

The larger the group, the less the rewards.

I think only 12 players can get dropped rewards from killing molag bal, which is quite annoying
