Ice,fire or lightning mage?
whats the best choice or does it not really matter?

If you're player for dunmer, the best choice for ou - fire mage, becouse dunmers have a bonus, which increases their fire damage.

If you want ice/frost damage, better role a magicka warden. It has a skill tree (Winter's Embrace) dedicated to frost damage. https://elderscrollsonline.wiki.fextralife.com/Winter's+Embrace+Skills Check out the Piercing Cold passive.

For fire damage, you should role a magicka dragonknight due to Ardent Flame skill tree https://elderscrollsonline.wiki.fextralife.com/Ardent+Flame+Skills . Check the passived that add bonus damage to burning status effects and flame damage aoe. Also, Ilena is right about the dunmer having a bonus to fire damage.

For lightning, definitely go for a magica sorcerer due to increase in shock damage passives (Storm Calling skill tree) https://elderscrollsonline.wiki.fextralife.com/Storm+Calling+Skills

is templar holy magic viable?

Magicka Templars are pretty much all-around. Its Dawn's Wrath skill tree has passives for spell damage bonus, meaning it gives bonus regardless of element as Templars usually deal magic damage.

'Mages' in ESO are magicka users (opposed to stamina users...'warriors') and are mostly bound to use what skills they have access from their class

Only destro staff skills change depending on the type of the staff
So, it is mostly a class thing which element you will focus on

Basically
Sorcerer...light
DK...fire
Warden...ice
Templar and NB...magicka
