He tells you to eat it to learn what it's effects are to making mixing easier but is in no way reuired.Your google skills are very lacking if you could not find how to mix them.

The nodes you pick will come back over a set time,just because you eat them does not mean they will not come back,though giving the current event nerby nodes prolly pop up more rare due to more people picking them so less odds of you finding them.

If you're doing the daily writs in Vulkhel Guard like most people because everything is near by,then you can find all you need from vendors at The Crystal Vial or there is a food vender nearby that has a chef and brewer for the provision needs.
There are also add-ons that will show you where all this stuff is on the map so you can easily find stuff you need.Though if you don't have a craft bag from ESO+ I would save the time and effort and just buy what you need,you will make far more then you will spend on gold to buy the stuff you need.
Water Hyacinths, as their name suggests, can be found near water, often lakes and rivers. (same as Nirnroot) Two good spots especially are Phaer in Auridon and the lake in Stonefalls between the Iliath Temple & Fort Virak wayshrines.
The starter zones are good for all nodes, including alchemy. Also, if you can get to Coldharbour, Hollow City is a great place for harvesting plants as well.
North Point in Rivenspire is another good place to go - plenty of butterflies and nodes
As other people have said, your best bet is to start looking for common ingredients the moment you start playing a new character, so that you have a supply ready to go the moment you are ready to start crafting. Admittedly, this is a lot easier if you have the ESO+ craft bag, but not impossible without it.
