Magicka heavy armor works with a magicka tank or a magicka pvp templar
Mostly you just want to be the first in the room, hit everything with some AoE to get their initial attention. From there you can taunt using either Puncture (from sword and shield line) or Inner Fire (from Undaunted skill line). Both are only single-target taunts. You aren't meant to hold aggro on everything. Your priority as a tank is to hold the attention of the biggest threat, which is usually just the boss but can also be the hardest hitting enemy in a mob.
You are responsible for pulling the target out of enemy AoE so that you and your melee dps aren't taking damage when trying to hit the target.
Pay attention to your party's health. Again, your job isn't to taunt and hold aggro on EVERYthing. Your party should be able to shake off a few arrows and stabs from junk mobs. But if someone's health starts plummeting, its because they are being targeted by something dangerous and they need you to taunt it back.
Also it is a good idea to have the target face away from the party as best as possible, so that if they have cone-effect skills it wont hit anyone but you.
Interrupt. Any time you see those red or yellow lines shimmering around your target, be ready to bash or block to interrupt. Or you can rely on a spell to do it.
Bring some skills to either heal or buff your defenses.
Also bring some offensive abilities that either deal damage or weaken the defenses of your target. You don't have to be a moving wall that never takes damage. The game is pretty easy early on, so you can certainly sacrifice some defensive skills (especially since you are wearing heavy armor) in favor of damage. Besides, the faster you kill things, the shorter the fight will be, which means the less damage you and your party will take.
For a magicka tank, train Tri Focus (the first passive in the Destruction Staff skill) and Inner Fire (undaunted rank 3 active ability). That gives you your taunts. After that, pick stuff from the Aedric Spear and Restoring Light skills. Almost everything in there is good for tanking in one way or another, particularly Puncturing Sweep and either Sun Shield morph.
In terms of tactics, your priorities as a tank are...
1.) Identify the most dangerous threats in any pull and taunt them to you, interrupting and blocking their attacks.
2.) Position bosses so that your DPS can hit them easily.
3.) Apply buffs to your group and debuffs to the toughest enemies.
Even the best tank will never be able to taunt every mob in every fight, but as long as you recognize the most dangerous ones and single them out, your group will be fine.
You can be fully decked out in light armor, get all its bonuses, have a nice build and just use the outfit system to make you look like you're wearing heavy armor.
