do these skills combo?
I'm working on a build in a skill calculator.

The two-handed passive "Forceful" causes your light and heavy attacks to cause splash damage to nearby targets as long as you have a two-handed weapon equipped.

The Sorcerer Storm Calling ultimate "Overload" turns your light and heavy attacks into lightning bolts that deal shock damage.

Do they stack? When you activate the ultimate, does the game still consider you to have your weapon equipped or is it unequipped for the duration of the ultimate?

No, when you activate Overload you holster your weapon so you lose your weapon skills.

^ this is accurate.

On top of that, magica builds and magica skills do not mix well with physical weapons and skills, meaning if you are a magica sorcerer you want to use magica based skills and magica based weapons (staves) and not physical weapons such as 2h swords and 2h skills (which are stamina based).

^Yes that's another thing you should consider. The damage of your Magicka skills are based on your total Magicka and the damage of your Weapon skills are based on your total Stamina so don't go for hybrid builds, if you're gonna use Magicka you should use Staves.

As those guys said, Overload ultimate isnt compatible with weapon skill trees.
Weapon does affect weapon and spell damage stats, but as decription said, light and heavy attacks are replaced with ultimate's light and heavy. You can use weapon skills with Overload active, but only thing happened will be Overload mode deactivation.
However, you can freely use any other skills, like class, guild, armor, war etc.

Overload have unique superpower of 3rd bar. There's only 2 ways in game to get 3 bars instead of usual 2: Overload ultimate and werewolf transformation. Diggy mode isnt that functional and allows to use only doggy skills.

Another good thing about Overload is you spend ultimate points only for light and heavy attacks, means you can on/off Overload any time if you stored enough for at least one hit. And yeah, Overload store ultimate points so you can use it multiple times while other ultimates are one-time.

There are similar other instances in ESO where something is god awful because of the fine distinctions. Like using the War Maiden set is normally terrible because it states it adds 400 spell damage to Magic Damage skills. You might think your magicka-based Sorcerer is using "Magic Damage" skills but nope... Sorcs mostly use Shock Damage. They have some Magic damage skills but the majority of their damage comes from Shock. Even the destruction staff uses elemental damage, not Magic damage.

Pay close attention to the wording on everything and take it rather literally. Armor sets that boost your Light attacks will work on Overload's light attacks, powering up your ultimate even further.

Most of Nightblade and Templar skills are Magic damage or have Magic damage morphs.
