Not always, what about the typical DW & Bow stamina setup, where you replace like 2 buff skills depending on class.
Stamina builds mostly rely on melee weapon skill-lines and only use a few class skills for doing actual damage if they have stam morphs or a few mag skills for utility.
Magica builds can utilize all class skills and staff weapon skills (destro/resto), and therefore
these builds have a greater variety of available class/weapon skills to combine.
Plus most magica skills have a flashy animation or visual effect when used, so that also can contribute to the feeling of magica builds being more fun to play :)
if you oblivios of couser theire can be those miss conception
the only reason for magika is mostly its easier since you easier get spell penetration with light armour and skills and sets then if you use stamina builds that has no proper penetrations on the armour skill lines.
for this reason its easier to do damage with magika.
for this reason phsyical penetration has a lower cap then spell penetration!
physicla penetration you can only get form weapon trait, set effects, active skills, and champion tree
where as spell penetration you get from: light armour skill tree, weapon trait, set effects, active skills, and champion tree
vaule wise each gain is round 5k more
what menas physcial penetration reaches max 20k
where as spell pentration reaches 25k
these high vaules are only usefull vs deadly enemies in pve
the higher the penetration the less resistance reduction on the damage when fighting against enemy and bosses. meaning you do so easier damage vs all bosses(deadly enemy)
for steady damage with all hits and skills:
weapon and spell penetration is a must have to reduces the resistance of the enemy
pve:
normal enemy tend to have a round 10k penetration vaule cap
only boss(deadly) enemy have no true max where they recive all you vaule bonus.from your penetration stats.
meaning any tuffer enemy then normal enemy recive bonus from your higher penetration.
mitigation system now adays scales on your weapon penetration stats if i remember right.
due to when have to much armour penetraton your criticla chance and critical damage might suffer
thats why few go full penetration
sicne is more about to calculate and balance your stats properly
and choose a effeciency vs certain enemy difficulty
it will let you easier balance your damage.
to give stamina class morphs for all skills, and so stamina builds lack in class skills.
That and skill distribution, etc. means that stamina builds would be niche to begin with for most classes
magicka builds are STRONGER
and stamina is used for roll / sprint / block / break free / sneak
