Purchasing the Blackwood package for $20 gives you extra character slots as well, so will have the ability to make mule characters to hold materials and gear.
The standard package for $6 gives the Core Game and the Moorowind Chapter. This is a huge amount of content that would take many months to play through. For the content that is available in the package, there are no restrictions.

I saw a review where a guy had something like 1,200 hours in ESO and his review said "Just finished the base game!"

ESO is not a 'F2P' game. It never has been and the no-subscription option is more recent. It is fully playable and the $6 version has no restrictions on the content you do get. The core game and the included chapter have hundreds of hours of content.
It's optional.
Subscription and the cosmetics are for those people who want to support the game. Those people doing the subscription are the ones making it possible for those who just want to buy their game copies on sale and game for cheap.
Except for the crates, it's not a bad thing.
The Crafting Bag holds ONLY materials. It does not hold gear or other items; so need mules for those anyway. If you are not a crafting person, then no need for the Craft Bag as you can be in a Trading Guild and sell all the mats you collect to other players. :)
One thing to keep in mind though, one can obtain the best gear ONLY by being able to craft. Crafting is used to improve gear to the highest quality possible (not RNG dependent; not Cash Shop dependent).
Why not, it's an mmo ? Wow has a susbription too and they don't give anything. Here you get 1650 crowns wich you can spend how you like and you get daily rewards. Wow gave me nothing during a decade except Diablo 3 wich ruined my Diablo 2 memories.
Don't actually HAVE to buy any of them. But, if you have the base game, and want all the Chapters cheap, then buy the $20 Blackwood package that includes the base game and all the Chapters. It will warn you that you won't get a second copy of the stuff you already own, but that's ok.
Note that this does not include the DLC that is sold in the Crown Store. For that, you either need to subscribe (which gives access to ALL of it), or purchase separately from the Crown Store.
