Report a translation problem
Navigate to Settings.
Select Gameplay.
Next to Gamepad Mode, select On in the dropdown menu.
To revert back to your PC UI, turn the Gamepad Mode option to Off.

ESO can play of Xbox One/360 Controllers, but not PS4.
I prefer PS4 so I downloaded a plug in called DS4Windows, a 3rd party plugin that allows you to control the mapping of your controller and tell games that it is an XBOX controller. This gives you the ability to play more games, but note the controls on screen are going to be for XBOX and not Playstation, but button placements are similar. I hope this helps!
