It is not. The one way to get around it would be if you log in on their Steam and buy it. But gifting it is not possible.

Another idea is to buy them a Steam gift card so that they can put it in their Steam wallet and purchase it from there.

Important question. Do they like the game?
I bought the game and was going to buy eso + for my brother, but on advice from my son who said "wait till you know if he likes the game". He was right. My brother didn't like the game.
