how to boost Performance on old laptop?

Turn Shadows off,

Lower resolution to 1600 or 1280 (play in windowed if you don't like the stretch at lower res)

Particle effects to low

Turn the opacity of enemy effects and friendly effects down to 1

turn anything off or very low. resolution 720p. if it runs good u can adjust some higher settings. welcome to pc masterrace:lunar2019laughingpig:

I would google a guide on configuring windows to maximize gaming performance.

do not turn shadows off, it will look very ugly. leave at least on low because otherwise everything will glow and your eyes will pop out in 5 minutes. instead turn off antialiasing, bloom, reflection, water quality and whatever visual effects it has.
open settings file and manually disable grass, lower particles count and other redundant stuff. there have to be examples of config file on the web.

if it's some CPU with 2 cores you might need to disable multi threading
SET RequestedNumJobThreads "0" SET RequestedNumWorkerThreads "0"

google for this snippet and you'll see eso forum post with list of settings and explanations

Where is the file?

Users/$USER/Documents/Elder Scrolls Online/live/UserSettings.txt

might have different entry point on Windows 10 (I'm checking it from Linux atm), look for Documents and Elder Scrolls Online folder inside.
