So far there are 4 Chapters and 16 DLCs (where 8 of the DLCs only add dungeons).
Right now Greymoor is the only piece of content that is not available with ESO+.

You can only buy chapters from Steam. First chapter was Morrowind, then Summerset, then Elsweyr, and the latest one is Greymoor. You only have Morrowind. If you buy Greymoor, you get all the previous chapters, but you dont get DLCs.
Just buy ESO Plus. Dont try to buy them all.
2. You will get all chapters ONLY if you purchace full game + Greymoor pack, with clear description about what you will get. There's tons of stupid who purchaced Greymoor upgrade (only Greymoor chapter) and then whiened they didnt get Summerset with Elsweyr.
2.5. Purchacing full game + Greymoor CE on Steam also unlocks CE of all prevous chapters, not just Greymoor CE.

Don't buy the chapters separately from the crown store. It's cheaper to wait for a Steam sale and buy the - Greymoor bundle as above poster said - which will have all the old chapters included (don't buy the upgrade, as others have said check the description). There should be a spring sale coming along in the next couple of months and in the mean time you've got plenty of gameplay with the base game - you won't get bored.
If you're just starting out I would hold off on the £15 sub. That's a monthly outlay which gives you access to 95% of content except the latest chapter while you're subbing but removes access if you let the subscription slip. Play the game for a bit and see if you like it first. You won't need the dlc for a while.

Anyways, DLCs are lesser part of ESO+. CraftBag, avaliable exclusively via sub :)
I've been subbed to ESO+ since 2016, and I've never used the crowns from the subscription to permanently buy any of the DLCs. Most of them can be finished in like a week each (or two weeks if you're going for 100% completion), and the dungeon DLCs really aren't worth buying unless you think it's fun to run them even after you've gotten the items you want from it.
