you raise it when you kill undead or daedra, u don't even have to have spells slotted.
You can raise it by farming dolmens, for example
Only certain basic skill lines rank up via XP or give XP to other skill lines. Guilds rank up based on their quest or their line of work: Dark Brotherhood and Thieves guild ranks from their own jobs; Psijics rank from their quest line, just like Soul skill line ranks out of the Main Game quest line. Werewolves rank from kill in Werewolf form, but Vampires do take regular XP to max. Crafting rank from SOME activities done within their own skill line only, but do serve XP for char and CP level.

Yup - i've never done the psijic order to completion
Yup. I got it to max level on a new character in about 5 hours of grinding Dolmens on Auridon. Got a kind person to port me to the two wayshrines needed and just teleported between each active one until I got level 10 Fighters guild.
