The skill points that you put into vampire/werewolf skills get refunded. Your skill levels and your progress in the vampire/werewolf skill line does not get reset. You can get yourself re-infected if you want to. Once you do, you can spend skill points on the vampire/werewolf skills, and they will become available to you at the same levels they had before.

Yes, they do. No you don't. You just go to a priest of Arkay and he cures you, and you get the skill points back.
