Or are you asking which combo of race/class has the least use?
If the former: Imperial and probably Necromancer from a pure numbers standpoint, considering both you have to purchase, and Necromancer is relatively new compared to Warden. All other races/classes are in the base game so by default they would be more numerous.
If the latter: Without looking up some form of % a race/class combo makes in the general populace, but just use weird class combos so like Breton Stam Nightblade, or Orc Mag Sorc. It's definitely not minmax efficient but they'll work fine and you might turn some heads.

But that was something from 2019 so nothing actual.
You have to try out and see what you have the most fun with playing,every class and every race can be combined,even tho there are optimal and non optimal combinations but the most important thing is to have fun and feel confortable with what you are playing.
You can choose between being a damage dealer,a healer or a tank and that's the only thing I would say you have to be careful about because hybrid builds or combinations like wanting to be a damage dealer and healer at the same time does not work very well at least not for inexperienced players.
You don't have to fear about losing progress on a character once you may realize you want to change role or try out something else because there are shrines in the game where you can respec your skill/skillpoints and attribute points so you can for example switch from being a magicka damage dealer into a stamina one in a question of minutes.
Just have fun that't the most important thing :)
some say necro is the least played but i disagree, necro currently is the most op class and if theres a shortage is because they dont have access to it
if you really want the true rarest it would be healer dragonknight
Still getting his CP gear together, need a few more pieces of spell power cure set, but bringing spc and molten weapons to a group in one character is going to be nice.
Another rare healer is the nightblade. Don't see too many of those.
Rarest role is tank by a wide margin. Don't see very many at all though you tend to see dragon knight tanks the most, and Templar tanks the least.
