Provisioning recipes can be found on Chef and Brewer NPCs, by looting containers around the world (especially in cities), pickpocketing people, and from the reward containers of your daily provisioning crafting writ.
I currently have 14 alt characters of level 15-35. Whenever I want to, I can go through there daily crafting writs once a day, it takes about 80 minutes and earns me about 50k gold. Gold gain is level dependent though, my earnings are fairly middle-of-the-road due to the level range of my characters.
Once you have maxed out your main crafting skill passive, you also get a chance for a "master writ" to drop from the reward boxes of that crafting profession. Master writs are specific crafting orders that (when completed) give you writ vouchers, which can be used to buy storage chests for your home, crafting stations for your home, some crafting materials, and more - you can also sell these things to other players if you just want more gold instead.
I rarely buy recipies from Chefs as they are so expensive. You can get most recipies for under 50g from a guild vendor - but you'll probably have to travel so it might not be worth it to you. I'm tight so I do it.
