Report a translation problem
-Start the steam installation on the computer u want to install ESO on. Wait until it starts downloading and then pause the installation.
-Go to the game folder on the pc you have ESO installed on. Start copying files from there to an external drive (USB stick or external hard drive) and pasting them in the folder in the new pc. U should note what files you copy so you dont copy them twice. Also you should check the size of the files you copy so it is lower than the external drive space or else some files will be ignored and you will lose track of them.
-After you copied all of the file. Go to the game on steam library and click scan and repair. It will find corrupted or missing files and download them. Probably less than 1 gb
-Now you are all set, enjoy

shortcut from desktop should work with direct copy/paste.
don't check eso files through steam, some other games require steam to check them, for eso works with direct copy/paste...
also be sure you have instaled vcredist and directx fom:
.Steam\steamapps\common\Zenimax Online\_CommonRedist
.Steam\steamapps\common\Steamworks Shared\_CommonRedist

There are more files and folders around the PC used for most games, but you can delegate these smaller ones to the proper install procedure. Exceptions are things you do manually or have some particular configuration you want to preserve. Those may be superimposed by cherry pick after install in most cases. For ESO, the files of addons are installed by minion at the very same folder where you install them manually w all their saves and settings (just find it at ESO folder into Documents folder).
Everything said by me should be true and simple for games played via platforms, but can't be certain is that good for games running independently. Shortcuts in such case will need replacement, so they must be done by the installation and not by you.
If you play the game in question via platform and still feel uneasy about transfer the game like I told you, there are some guides on YT for each platform, but all that info is obvious for computer literates and above (in case you are 1).
