You should subscribe for a month and see if you love the game.
It's an MMO so to keep everything alive they have to add things to it on a regular basis which can make it confusing for newcomers.
When buying anything from ESO read the description carefully. As you say there are a lot of things on sale with very similar names. Rule of thumb, if it's not mentioned in the description then you don't get it, move on until you find exactly what you want mentioned in the description.
Edited to say: You will still need to buy the base game before you can subscribe.
It contains all the former chapters and the new one that will be released in june. You will have content for at least 1000 hours of gameplay with that alone :)

No. Once your subscription lapses you will only have access to the content you've bought outright.
However, one of the benefits of a subscription is the crafting bag and bank space. Early game inventory space is difficult to manage.
Once the subscription is over you can still access the bag and take things out but you can't add to it until you subscribe again. So if you're thinking of becoming a crafter, buying a month's subscription and collecting as many materials as you can might be worth it.
But you can decide on that if you find you like the game.
1. The Elder Scrolls Online Standard Edition $19.99
Includes The Elder Scrolls Online base game and The Morrowind Chapter
This is the base game (20+ zones) plus Morrowind (1 big zone) a good place to start if you're not sure, this is the same version that gets a free trial every so often.
2. The Elder Scrolls Online - Greymoor $49.99
Includes The Elder Scrolls Online base game, Greymoor, Elsweyr, Summerset and Morrowind Chapters
This is the base game (20+ zones) plus the main chapters (4 big zones and Necromancer class)
This is the biggest live content version. I would not recommend it at this price, but it adds a good amount of stuff.
3. Pre-Purchase The Elder Scrolls Online Collection: Blackwood
Includes The Elder Scrolls Online base game, Blackwood, Greymoor, Elsweyr, Summerset, and Morrowind Chapters.
This is option 2, plus the a pre-order of the next chapter coming in June. If you're buying not on sale this is a better buy than option 2, but this won't get a discount during a sale since it's a preorder, so on sale option 2 might be a better deal if you don't care about waiting to get this later.
Note there is other content in the game that can't be bought directly on steam, only with crowns (it's also available in the sub).
The base game is plenty big, the chapters add things beyond just zones (Summerset: Jewelry crafting plus a skill line, Elswyr: Necromancer class, Greymoor: A skill line, Blackwood: will add companions), the other zones (only buyable with crowns) mostly just add quests and dungeons, though Thieves guild and Dark Brotherhood add skill lines.
They make it overly complicated because there is no good way to upgrade if you buy the wrong version so you end up having to re-buy the same thing later on with the added upgrades. Collector's edition is different than Collection or something like that. It's crazy, I asked the same question before. If it's not explicitly stated, then don't get it. In my opinion get the base game now and wait until it goes on sale for like $20. But, you'll miss out on features. But if money is no object, collector's edition for Blackwood. Go for it friend! You won't regret it, maybe.. xD
