Report a translation problem
The devs found out that some players had more skill points than they should have, while others had less. They fixed the bug, but refunded everyone's skill points as a part of this fix. You can spend them again, the skills also still "remember" how much skill experience you had with them.
Additionally, as the poster above noted, the Champion Point system has been reworked. Since the old CP constellations don't exist any more, all CPs have been refunded as well. This is separate from the skill reset though.

They did us a favor, as respec normally cost gold, an they gave 2 weeks of free respec of everything--Champion Points, Attributes, and Skill Points--to compensate for the huge change that the new CP system and other alterations brought. They changed the races passives as well, 1 of the various changes that prompted such reset. Also there was a bug related to Werewolf skill line that allegedly was clearable only via such reset.
Edit: what Psy said about the more/less skill pts was part of it too. So you see, there was a lot going on that boiled down to the same center.
None of your "hard work" has been dispelled. All your skills are still on the level you had them before. You just need to assign the skill points again - which you should do anyway from time to time.
Actually, the game has had more concurrent players than (almost) ever before during the last two weeks, because a) the game's player base keeps growing, b) the best event of the year with tons of in-game rewards was going on, and c) the game had two free trial weeks during this event. Whatever conclusions you are jumping to, they don't seem to based on any facts that I can see.
