Any edition with "upgrade" in its name contains only one chapter. The Blackwood Collector's Edition Upgrade only contains Blackwood, plus (that's what the "Collector's Edition" adds) a few cosmetics.
Note that even if you buy the more expensive edition, you will not get all DLCs, you'd only get the previous _chapters_ (Morrowind, Summerset, Elsweyr, Greymoor). You'd still be missing DLCs like Thieves Guild, Dark Brotherhood, Orsinium, Clockwork City, Murkmire, Dragonhold, Markarth, and all dungeon DLCs.
You _cannot_ buy an edition that contains all DLCs, most of them need to be bought separately in the Crown Store (or you can get the ESO+ subscription, which will give you access to all DLCs for the duration of the subscription).
I have ESO. already...so if I buy the Blackwood CE Upgrade...do I or don't I get the previous expansions like Elswyr, Greymoor, etc?
I realize the other DLC's like TG, DB and dungeons are a separate thing and are not included...I'm just interested in the expansions. I'm guessing even with the CE Upgrade it's only Blackwood and I'd have to get the others via Crown Store but hope I'm guessing wrong.

Blackwood by itself isn't worth the asking price for me but would probably pick it up if it included the other chapters I'm missing.
Also, monthly subs are against my (own) religion.

That's semantics. The fact remains the vast majority of people new to the game see Blackwood as a DLC, so for all intents and purposes what Mortucus says holds true. Just because ZOS calls it a 'chapter' and old players know the difference between everything that's being shovelled out doesn't mean new players should be expected to.
It really is "a rose by any other name" except it certainly doesn't smell as sweet. If things were clear cut there wouldn't be topics like this one every other day.
