You've obviously been managing well without them for a while so I wonder if it will be worth it it you?
Your problem is that Steam and (as far as I know) ZOS don't sell old chapters separately. The only way you can buy Summerset & Elsweyr at a reasonable price is via a bundle - currently Greymoor and in a few days time, Blackwood. You can buy them from the crown store separately but that's very expensive so if you're judging value for money I really wouldn't recommend doing it that way.
My usual advice is to get a couple of months of plus and see for yourself, which has the added advantage of the unlimited craft bag and 3200 crowns. But, that would cost you more than the game.
Are you desperate for Blackwood now? Going by previous years, I should imagine there will be a Christmas sale where the Blackwood bundle will be heavily discounted. It might be worth waiting for that and just getting the lot.
If it helps, I really enjoyed Summerset, the Psyjic Order can be a bit of a grind but good passives, and Elsweyr dragon hunting is fun. But that's just me.
unless you want access to BM immediately I'd recommend to wait for sale (TBH I have a feeling it will be long til it comes)
