Forever hold your peace *Bugged

On the "Forever hold your peace" mission for the thieves guild, I get to the point where it says "attend the wedding" then the mission does not progress. No wedding, no other prompts. I have tried restarting over a dozen times, verified integrity of game, played on another character for an hour thinking that would do something. I even took out all my addons............ still can not progress past " attend the wedding". So umm, am I the only one having this problem or is this just typical ZOS and Bethesda not fixing bugs that have been out for over four years?

I'm not sure where you are on the quest so here's a link to the walkthrough:

If you haven't got even as far as point one then maybe the issue is with the prerequisite quest.

There are notes at the bottom that highlight some issues with the timing of dailogue with Zeira, maybe that's it. Apart from that there's no known bugs reported and UESP is usually good with that sort of thing. So I'd guess there's something you need to do that you haven't yet.

Umm sorry, all you've shown me is a screenshot of a lot of people in a room :D

By your accounts you are at point 11 having found the hidden exit out of Falorah's room and you have sneaked into the wedding ceremony via the storage room. At this point Zeira should try to stop the ceremony.

If you've followed all the steps up to that point and nobody's moving then I've got a horrible feeling it is indeed a bug.
