starting new character in DLC?
i'm thinking of buying The Elder Scrolls Online - Blackwood with the other DLC's for 59,99€. Will i be able to choose freely in which DLC i want to start? (i also have an old character on the base game with bethesda launcher but would like to move to steam. Will my old character be available to the steam version too?)

The characters are on you account, so it won't matter which launcher you use, as long as it's your account and the right server your character should be there. And sadly you won't get to choose what DLC area you spawn into, it'll be the latest one you have available, in this case Greymoor. But you can quickly find a wayshrine and teleport to the area you wanna start in.

You don't get the option to pick your starting area yet, that comes in June I believe so you'll start in the newest dlc area. You can try linking your accounts but as far as I know if you bought the game from the main site your toon won't be on the Steam version, you'll have to start new

I believe they will allow you to choose the starter quest in the upcoming DLC and based the starter quest you will land in the specific area. for eg: if you do the coldharbor starter quest then you might arrive in your basic starter zone, however, if you do the summerset starter quest then you might arrive in summerset.

Currently (and until Blackwood releases), you automatically play the tutorial for the latest chapter you own (in this case it would be Greymoor). After the tutorial you'll appear in Greymoor, but you can go to any wayshrine and go to any other starter area you want. You just can't play the tutorials there.

When Blackwood releases, it will change that system. You will get a choice which tutorial to play, and will be placed in the respective area afterwards. This has already been announced by the devs, but it won't be in the game until Blackwood releases.

No you cannot, you automatically will play the newest expansion that you own tutorial. Although after that you can immediately go to your faction starter zone (stonefalls, glenumbra, and auridon) to start ESO vanilla quest, vvardenfell for morrowind DLC, summerset for summerset DLC, and northern elsweyr for elsweyr DLC. To get the quest you can go to collections (U) and choose story or just talk to related NPC. You can also technically start at minor zone like southern elswyer, murkmire, hew's bane, gold coast, etc.
