No. If you die by guards and you have said bounty in your pocket, then its just deducted automatically. If you haven't that much, then the bounty remains.
Make a new char. Or maybe if you write a nice/funny/apologetic mail to support they'll have pitty.
It is funny though. Sorry. ;-)
You can also invest champion points into the Friends in Low Places perk in Craft constellation, which removes 1000 gold from your bounty once per day when you commit crime.
highest leniency edict i saw was 100k, but don't know from where.
All I can say besides this is:
- The highest Pardon Edict you can find is 100k. Assuming you gonna clear out all 30 (no, you won't. Who would dare or try to?), you would need 300 of these. It will be definitely less if you stop making a Guiness record in ESO bounty, So lets say you clear at least 29,900,000 by all means and let the rest burn by itself (it's gonna be long days w/o visit populated areas, relegated to GD's, PD's, Delves, ,outfield/outland, PvP, housing, Oblivion....)
- You can accelerate burning bounty by joining the Thieves Guild and max their skill line, so you can max the bounty burner passive. Since you probably also killed people for that, You should also join the Dark Brotherhood and repeat the same you did at TG's skill line w DB's. I'm pretty sure NPC's of those 2 factions would be impressed if they would have self-awareness (like the fisherman from The NPC Man, XD).
- You just impressed someone who brags of almost never get caught stealing or killing by using true stealth skills (no gear used to help w that, nor being a vampire), and even have experience rescuing keeps and outposts at Cyro from the inside (so satisfying). Is true that you definitely exhibited the opposite of such skills, but the fact you are still alive and didn't loose plenty of loot and gold is remarkable. You surely increased such bounty like that by escaping the guards, so for the cherry on top of such succulent crime sundae.
Let ZoS know what's going on. I'm sure they'l love to see it w their very eyes and maybe reward you somehow XD. You are clearly the Leeroy Jenkins of thievery and assassination XD.
