Only Sorcs & Wardens have combat pets which are part of their skill line. For Sorcs, the pets are a part of the Daedric skill line. For Warden, you get the bear in the Animal Companion skill line.

I don't know of any "combat pets" otherwise. The other pets that you see people running around with, are all non-combat pets. Those can be obtained from crates, from the crown store, as pre-order bonuses, as rewards for in-game activities, or as a free level-up reward. But again, those are all non-combat - they don't have any in-game functionality apart from looking good.
non-combat pets are available to everyone
combat pets are only available to characters that were created as either a Warden or Sorceror starting class, any race, any alliance (the combat pets are summoned by skills/abilities, not attained as collectibles like mounts & non-combat pets)
