Collector's edition versions, as in any other game, contain extra promotional items. I believe we're past the early access period now, though, so you would have to refer to the official page to tell you what they currently include.
There is Collectors edition that contains only cosmetic things like mounts pets etc. Just for fans.
I'm not sure what you're asking. Yes, the Summerset upgrade is an upgrade to Summerset. If you have the base game and you want Summerset, you buy the Summerset upgrade.
IMO it's very much worth it. I'm enjoying it tremendously.
...Okay, so I have the base game, oblivion, and morrowwind, if I bought the summerset upgrade, it's just like another dlc, right?
And the summerset game purchase option includes the base game and the summerset upgrade, correct?
But leaving that aside, yes, if you have the base game for ESO, then if you want Summerset, you want the upgrade.
(Technically the Summerset upgrade is not "just like another dlc" for various reasons, which I'm sure someone will go into, but that aside, yes, if you own the base game already and then buy the Summerset upgrade, then you will have Summerset.)
