if you just want to casually play it like a single player game, mostly overland content or normal dungeons, you need no addons.
if you wanna go serious content with veteran players, you may need a few addons
BuffTimers when configured to your needs help a lot with managing buffs and procs.
And if you plan on going in to Cyrodiil, get TaosAPSession and CyrHud to keep track of your performance as well as be able to see map data without having to actually open the map.
If they're allowed, they're not cheating lol

Most of the time, this is all I use.
If you PvP a lot, you'll want to do some research and mod accordingly for that as well.
Simple as that! Most recommended is Lui extented, Advanced AUI and map pins. Lets not forget Tamriel Trade Center addon to see all items price
instead of using an app, i find it easier to cut/paste a folder. Lui Extended and AUI are just messy interface, the default interface is just fine and cleaner. TTC addon is helpful for serious traders, casual players can just use the tamrieltradecentre site. Actually even serious traders use the site instead of the addon because the addon only show your guilds, the site shows from all the addon owners.
My father takes a memory stick, 'steals' my updated addons so he doesnt need minion xD
Also I would never find the lorebooks without the finder.
For me, skyshard hunter was optional because I could usually work out where they were from the clues but ymmv
Because I also suffer from short term memory problems (& negative sense of direction) I have an addon that lets me know where the bosses are in delves and public dungeons, and whether I've done them or not.
The lazy writ crafter is brilliant, especially if you've got more than one char.
Not necessarilly an addon but very useful, download Tamriel Trade centre to your desktop. It lets you know what's on sale, where, and for what price.
Also use minion. Sometimes it's a bit fiddly to get going but once it's working you don't have to worry about anything again and installation of any addon is search and one click.
LoreBooks - Shows locations of all LoreBooks in every zone.
SkyShards - Shows locations of all SkyShards in every zone.
Research Grid - Displays a very organized list of Styles you've learned, all Traits Researched or being Researched, or Traits yet still to be Researched for every character you have.
Destinations - Shows all places of interest in every zone so you don't miss anything.
Lazy Writ Crafter - Lets you do your Daily Writs at a fraction of the time it would usually take you.
Tamriel Trade Center - When you want to know the best prices to things you're looking for an you don't want to port to every single zone and physically check out every single Guild Trader, you can use TTC to find the best prices quickly and where at.
These add-ons right here will make for some very casual game play. None of them give you some sort of edge in the game above anyone else. They just help smooth the flow of the game with as little frustration as possible.
