World boss timers are only like 8 minutes. If it's a quest mob, it'll be faster. Instead of losing your mind over it, do something nearby while waiting on the respawn timer to complete. The respawn timer doesn't vary. It's something like 8 minutes on the dot - or faster if it's a quest mob.
In the worst case, just log off next to boss/quest npc, and take a break.
I don't know if they are encouraged to do it but I can give you a little insight into why ;)
If you kill something you get experience which helps you gain levels (1 to 50 or CP points). On normal overland trash mobs all you have to do is get a hit on it and you get the XP towards your level up. This works for delve bosses, but I think there's a percentage target for world bosses (someone clarify for me).
This means that anyone who sees somebody in a fight will try to get a shot in for the XP. I know it can be annoying - it was one of the hardest things I had to come to terms with after Skyrim :) but as I said, at the end of the day it's an MMO and I'll bet this isn't going to be the only thing about other players that annoys you.
Edit: Just looked it up and you need to get 3% of the boss's health to get the XP.
