Every chapter minus DLC = The Elder Scrolls Online - Blackwood (Includes The Elder Scrolls Online base game, Blackwood, Greymoor, Elsweyr, Summerset, and Morrowind Chapters.)
If you want to buy the DLC alone, you will need to buy them with crowns.

It doesn't mention Cyrodiil for example. Is that already included in the base game now?
Some of the reviews on the Blackwood store page claim that you don't, in fact, get access to the rest of the chapters when buying it.

cyrodil was from long time part of the base game, imperial city came later as dlc and now is free for all and can be acquired from crown store in-game.

you still have time to jump in and see if you like the game, before investing more money with what you have, on this free play it will be base game + morrowind, you can link your old account when starting the game, or if your copy is before steam you can download it even through official site and play it through its launcher...
it is common when seeing update to think it should include all previous when you already have first part, and here update means only last chapter not everything before it.
people commented for getting not version they thought usually after contacting eso support get refund to purchase the actual version with previous chapters.
For the entire map I think you only need the base game, take an eso+ for 3 months and buy blackwood upgrade. With the crowns you get with ESO+ you can buy the dlc to keep them after you revoke your subscription.
I see the old chapters like Eslweyr and Vvarfendel are now buyable with crowns in game.
