Look for it in the guild traders. I'm not sure if they will want to talk to you though. But you should stack up some for the future. ;-). Ask in chat, maybe someone send you one for some coins.

You're looking for a purifying bloody mara drink to lower your vampire stage.

Buy it from a guild trader, or buy the recipe so you can make your own (again from guild traders). Use Tamriel trade centre (google it to get the website) to find which trader will give you the cheapest option.

You could advertise in general chat for a trader to sell you directly, use TTC to gauge the proper price.

Since all your characters can share your gold via the bank, you could log-on to a non-vampire character to get the items you need for your vampire toon to become more respectable to the general population as well.

Just feed on an NPC to lower your stage. Think that's how it works now, right?

From what I've read, feeding increases your vampire stage. It's not feeding that lowers it, but it'll take time to decrease. The OP is in a hurry and doesn't want to hang around on the edge of town like a hobo for an hour or two...

Well, does facing the NPC and Mesmerize still work for getting them to talk to you?

From the Wiki... "If a player's stage of Vampirism is higher than Stage One, you will need to feed in order to maintain a low level of Vampirism. An infected player must find a humanoid creature (non-hostile and hostiles), carefully sneak up from them and feed on them. This will reduce the stage of Vampirism by one level for each successful feeding done. A player can also have the option to not feed on a creature, resulting in a higher stage of Vampirism."

The problem with the internet is too much info, most of which is out of date. I believe that data may be old and the latest patches have changed the way the mechanics work.

Take a look at the info on increasing and decreasing vampiric stages in these two guides, I believe both of these are up to date (as of blackwood) and show how the mechanic has switched around to have the opposite effect, ie. feeding now increases your stage.

If the OP could just feed on npc's, he, unfortunately (fortunately?), wouldn't have the issue he is facing.

Use Mesmerize vamp ability on vendors. It does not count as attack or criminal act, so can be safely used in cities, and allows you to interact with vendors and bankers as if you're not a vampire.
