If you already have ESO+, you have lots of hours of content to go through that can last you till the next sale, if not till the pre-order period for the new Chapter.
There should be upcoming sales for the EOY, but I'm not sure if Blackwood is included for slashed prices.
If you look at the current Blackwood Upgrade price (back to full price after the sale), that's roughly how much you will pay for the new Chapter when it comes out/pre-order. This amount will only include the new Chapter. If you want to save a little, you should get Blackwood while it's on sale, hopefully during the EOY.

Another thiing, recently there was a sale of -35% maybe there is going to be a better one at the end of the month (not sure).
If you are a singleplayer like me, I'm telling you the game is HUGE! so don't worry about content. The only big thing about blackwood is that you get a companion. If you just started I don't think is worth it only if you want to level up with your companion.
My advise, keep playing the game. If you think eso+ is worth it, keep paying. And also save your crowns and get every dlcs that you like on sale, so that way if you don't want to pay for eso+ at least you can go to those places.
For example now you can get for 2000 crows (500 for new player+ 1650 for eso+ )Guilds and Glory: The 4-DLC Mega-Pack: you get thieves guild, orsinium, thieves guild and imperial city (which I think is already free).
Also purchase DLCs only when they are on sale, whether it be from Crown Store or in Steam. Saves you a lot of money. It always go on sale during their anniversary of their launch dates or sometimes randomly every few weeks. For example, the Orsinium Collector's Bundle is currently 50% off (2K Crowns from 4K) and includes the CE items which is a great deal. Or if you don't care about it get the 4 DLC Mega-Pack for the same price for now (50% off until a few days).
Also never buy fancy mounts, pets, or cosmetics, just focus on getting content that have gameplay bonuses or unlock additional content such dungeon/game packs, necro class, chapter dlcs, and their related CBs (which includes useful items/content plus most CE abd pre-order items).
And if you got the money the best deal would be to purchase the Blackwood Collection so you get access to the full chapters and their content for way cheaper. For example, Necromancer Class is not unlocked in the ESO Plus sub or buying Elsweyr DLC in Crown Store, it's a separate purchase.
That's an advice I got from a friend who previously plays ESO.

Then buy the Blackwood bundle (do not buy anything that has upgrade in the title). This will include all the old expansions.
The reason I suggest you do this is, that if you have to stop subscribing, buying the expansions outright, relatively cheaply, will still give you access to the whole game. If you don't then you're tied to a subscription for as long as you play the game.
Use your crown allowance to buy any DLC you really want, I believe there's a good 4 bundle deal on atm, or some cosmetics.
If i just buy the bundle like that, won't i have to restart my character and everything? or will it just add all the expansions to the same account?
it will just unlock on your account and only in your account you bought it with, Basically the chapter zones will unlock on your account. No need to start over or download anything
