Sorry if I don't' list off all the ways as there is a more ways to get mounts than I care to remember and write down here.
For now just do your endeavours and save up the seals to get a mount that way. That is guaranteed to be quite easy to do, it'll just take time.
Besides that, there are events that you can earn mounts in, like previously in the Summerset events you could earn an Indrik. The current event you can get ready for an upcoming mount too.
I do believe that there is a mount tied to Anqituities.
Besides that, you can also buy Crowns for in-game gold.
They are, however, few and not necessarily easy to get in comparison to those where you can just buy with crowns.
Still "free" though
- Each year, at least the last 2 years, there are mounts available w event tickets. The catch is that you must get certain amount of parts for a base that you will transform into a mount. Last year was getting 4 feathers for 1 base mount and then 4 berries of a specific sequence to transform that mount into a better one. About this year... read below.
- This year there is 1 free mount for collecting tickets at most events and buy the 3 parts of such mount plus the 3 parts of a non-combat pet (a floating fireball) so to transform the fireball into the non-flying dragonesque "griffin". The 1st 2 parts of the mount are available during this event for 10 tickets each, and the 3rd part will be available at next ticket-giving event. Fireball pet parts are available until the end of this year cycle.
- Sometimes you can get 1 or more free crates as Twitch drops. The chance for a mount or a pet is as scarce as if you purchased them, except you get them for free.
- There is an achievement at Sunspire trial in vet mode that gives you the Icefire Senche.
- IIRC you can buy more horses w gold at stables. It's not interesting anyways cuz just regular horses, but is something in case you want anything remotely different per character.
- Some Twitch streamers have once in a while a free code for a good mount or have a giveaway of Crowns (it's rare it happens, but when it does, it's a free chance there).
That's all I can recall for now that doesn't cost real money, but they cost a real deal of time.

You can buy a horse in game at the stable. They are just as good as any other
Kidding sort of I love my ESO mounts.
To make it worse at this point we have like 21 reskinns of the same Wolf/horse/guar/cats and so on.
playing ESO since 4000 hours still i only own 12 mounts all from "special-editions" and evens.
Couldnt care less about "gambling chests" for Wolf-re skin number 22.... cuz this time the sparkles are whiteish-Blue not dark-blue -.-

Click on the mount type instead of the individual mounts, it'll give you a list and pic of all mounts of that species so you can view them in comparison with each other and see whether they can be earned in-game or have to be bought.
