No, AFAIK, staff damage is magicka based / scaled and therefore counts as spell damage.

That's right. Weapon damage affects weapons that use stamina to use and Spell damage is based on magicka weapons. However a lot of the damage buffs are now merging, so you're seeing a lot of passives, enchantments etc that affect both. However that will be made clear in the description.

endgame magicka specs use melee weapons such as daggers to complete the hardmode trials. Probably it also works on the opposite, staves light attacks getting their damage from highest offensive stats, meaning even if they're weapon damage and stamina, and i think it actually does.

also rather than asking, it's always easier to go test yourself. Take out all of your gear and only equip a staff. Check your spell damage and weapon damage to be higher one than the other, with something that doesn't involve other variations, like the Mundus stone. Then see the numbers on a target dummy.

If it states "Weapon", it's Stamina.
If it states "Magic", it's Magicka.
All staves are Magicka.
Everything else is Stamina.

A staff does the physical damage listed along with an sub-effects the staff might have. The problem is that weapons can be enchanted to give them powers greater than the staff damage. Feel free to whack somebody with it!

Destruction staff passive is buffed and Diamond's Victory is fixed so I guess dual wield will no longer be the best choice for magicka

the passive got a 2% buff, and that do damage done. Mag specs are wearing daggers for crit rating, if they wanted damage done would have continued with staves.
Diamond's Victory is nerfed, as a result of this fix. It procs now off less actions.

Daggers provide 1600 crit which is equal to around 7%. 10% damage done with st abilities should be around 6-7% total damage done so staves should be around equal to daggers now, with the range bonus.
