Stamina/ dual wield vampire nightblade?
Is there a viable magicka nightblade build that uses dual wield, or a viable stamina vampire build that exists? or do you pretty much have to use staffs if you're using magicka?

I wondered the same as you and I've been playing as a vampire stamblade for the past week or so. I don't recommend trying to do a magicka build with stamina weapons for the reasons listed above but if you really want to do a hybrid build, gear sets like New Moons Acolyte can make hybrid builds work with at least moderate success. If you really want to be a dual-wielding vampire nightblade, then I recommend going with a full stamina build. Strike from the Shadows: this passive grants +300 to both weapon and spell damage when you leave sneak, invisibility or mist form. This is incredibly useful for a stamblade as it boosts your burst damage coming out of stealth, which is usually how you want to hit your target anyway

Undeath: this passive is just plain useful because it reduces damage taken by up to 30% the more health you're missing. This is mainly helpful to a stamblade because it gives you more chance to run away and heal yourself once your stealth enables you to reach a safe distance and go right back to hunting your prey again

Unnatural Movement: this passive is possibly my favorite one. It reduces the cost of sprinting by 50% and turns you invisible while sprinting (with a short 3 second delay) and this works really well with Concealed Weapon because you run even faster while also being invisible and if you're built for stamina, you can run for an insanely long time.

Throw in the Swarming Scion ult and Sated Fury for a big boost in damage for a short time and you can really be a force to be reckoned with.

Also, medium armor grants additional speed to sprinting as well as reduction to cost and detection radius for sneaking, which makes a vampire stamblade an excellent stealth class with more mobility and stealth options than any other build. Seriously, I outrun people on horseback just by having Concealed Weapon on my skill bar and being stage 4 in vampirism. Add on the fact that Concealed Weapon is an excellent stun to open up your prey to a strong burst damage combo which is made even stronger by Strike from the Shadows. The naysayers have no idea what they're talking about. While vampirism is not exactly the most overpowered skill line in the game, to say that stamina and vampirism just don't work together at all is just nonsense. I'll continue to play my stamblade vampire character because it's also the most fun I've had on this game in a really long time. Nothing makes you feel like a hardcore badass quite like running at top speed as a red vaporous shadow or turning invisible at will or teleporting behind someone to drain them of every last drop of succulent hemoglobin.

Basically, I wanted to be a vampire magicka nightblade but staffs are boring to use.
Consider this: Melee, bows, & Werewolves are affected by Stamina, Staves and Vampires are affected by Magica. Both the weapon/curse & its abilities are affected by its governing offensive resource.

The offensive resource pools are not only for "energy" to use a skill, but also affect their unfixed damage/healing/buff/debuff. IIRC, the rate is 10.5 to 1, but can't tell at the moment in which direction XD. Either way, if you don't have enough for the resource pool in which your strategy is based on, your abilities won't be truly effective, not enough output per cast... & you never have enough if either you are solo or your mates are not good enough.

This mechanic is the problem to make hybrid builds, even w Dunmers, Kahjit, & Argonians.

You can always try to mix & match, but the part of the damage/healing/effect affected by the pool opposite to the one you maxed won't be efficient. You can still give the lesser pool a minoritary use as a support, e.g.: use invisibility & shadow clone in a Stamina Nightblade, both abilities (& it's morphs) being Magica.

You can try to make it work by have Magica enchantments at your melee & rely on skills from other than your weapon for your build (you surely started to see how it gets somewhat complicated to make it work).

Vampire alone is not good this patch, and won't be next patch.

Vampire + Stamina = ♥♥♥♥. No synergy at all. Poor performance in anyway.
Vampire + Magicka = Playable, but far from good.

Magicka + Dual Wield = ♥♥♥♥.
Vampire + Magicka + Dual Wield = Even more ♥♥♥♥.

What would be the best race for doing this?

Well I play as a Nord and it seems to work for me, but Orc has good stamina-related passives and Dunmer (aka Dark Elf) gets fire resistance, which is really helpful for a vampire. I'd really only warn against using classes like Altmer (High Elf) or Breton as those come with passives related primarily to magicka. At the end of the day, there are several races that will suit any particular build just fine and it comes down primarily to aesthetic. I prefer the human races (Nord, Breton, Redguard and Imperial) as they just look the best in my opinion but the other races may suit your taste more. It's totally up to you as there's really no "best" race other than maybe in certain, really specific areas that don't matter nearly as much as your choices in gear sets and the skills you use.
The main problem with this game is that there are no magicka morphs for weapons. If each weapon had a few morphs that converted them to magicka-based abilities then a magicka-based weapon build would be entirely possible.

Before they made 2 handed weapons count for 2 pieces towards set bonuses, and before they turned vampires into what they are now, there were actually some niche magblade builds that utilized dual wield. As I recall they basically only used class abilities on that bar, and the 2 set pieces towards a bonus was slightly better than the spell damage and 1 piece towards a set bonus they would have had with a staff. It was a bursty, ganky pvp build. Since then though, vampirism doesnt give any benefits to stam toons anymore, and 2 pc towards a bonus and the spell damage from a staff mean why rock dual wield. If you just wanna fool around, you are fine to do whatever you want, but if you wanna do serious content, this just isnt the way to go.

lol Im not sure I would call that the main problem with ESO. Actually I'm not sure I would call that a problem at all, as with a few exceptions, class skills are heavily laden with mag bases and morphs. If they added mag morphs to weapon skills, theyd have to add some more stam morphs to class skills.
