Lemme certify this: You are right, that's how it is. I know for experience that access to jewelry crafting is available only w either ESO+ or w Summerset DLC or chapter. Even if you max jewelry before ESO+ trial ends, you wont be able to use the crafting stations. There will be a message at the top left whenever you try to use it w/o the requirements. Even if you do the initializing quest for jewelry crafting, you still won't be authorized to use it--not even if you buy a jewelry crafting station or use one from a friend or a Guild Hall.
Stills worth to max it now and do all research you can handle in case you ever get Summerset, so you have that skill at hand to start/continue using it as soon as you get Summerset or access to ESO+ again. Even if you don't max it during the trial, you have some advantage to max for having some level in it already. Also do as much research as possible during your access to it. The research you leave doing will continue while out of access and finish, and even give proper crafting XP (inspiration).
Last time I had access to ESO+ free trial, I didn't have Summerset yet, but had some level from the previous time and kept growing, and even did additional research. Last research didn't finish by the time the trial ended, but the research continued, & even got message when it finished & I made the next level in the skill w the inspiration gained :D. It's still worth you put energy in it now.
