better for what? what type of content?
and both are about just as good, just depends on how you want to play, and to optimize their usage it also matters where exactly you want to use one of them.

generally dks run dots builds so dual wield should be better.
Following on the line of Sergy, Dual Wield is better for DoT's, so is better for PvE DPS, where you need to keep putting DoT's and take advantage of crit (Flurry as spammable is the star on this movie). 2H is more burst damage, so is better for PvP DPS, where the Time To Kill is now him or now you (so, no time to build up damage or crit, and most foes are resistant to crit).

You can do builds w each for the opposite at will (really, the game allows that in its current state), but that's currently the most optimal in both ways of think, meta and endgame.

There is pros and cons to both styles. Meta is Dualwhield but I would not care about that if it does not fit your playstyle.
You will have to try what fits better to you.

Duel Wield is mainly used for PvE and competitive game play for it's strong DoT damage.

Two-Handed is mainly used for PvP for it's strong burst damage.

Both can be used in solo play very well and can be fun to use or switch out during game play. However, when you've finally focused on what you want your character to do, be it end game PvE or PvP content, those are your strongest points to decide on which to choose.

TBH, I have maxed out both the dual-wield and 2-hand lines, to go with my bow. The dual-wield is great as, like mentioned before, flurry is almost cheaty in it's awesomeness, especially when you can morph it into a heal ability. That one has saved my backside many times in solo play. But then, on the other hand, my two-handed tree has a shield skill that, once levelled up, blocks nearly all incoming damage while I continued to beat the holy hell out of all enemies around me with the skill that lets you slam the ground and 'sunder' it. Sorry, can't remember what it's called, but it's a lot of fun to use.

At the minute, I'm using my daggers (dual-wield) more, as it fits in-line with the Dark Brotherhood questline that I'm currently working through. So, go with what feels natural for you, as well as what you happen to be doing in-game on a particular day... :steamhappy:

The first posts told you the most important thing.
I will just add that in decision-making you can also take into account access to arena weapons.
If you have access to the vateshran arena, then you can get vateshran dual weapons there. Dual weapon build is superior then for PVE.
Without it, it's balanced, thanks to 2H's approach to execution skills.

I like dual-wield daggers. They're quick, and you get an extra enchantment (and other) effect going on, since there's 2 of them. The Flurry, as mentioned, is great, plus there's another similar "fast stabbing" ability you can use. Add fireball and lightning abilities for long range attacks, and a helper to fight alongside you (like the purple imp), and it makes for a powerful combo.

Seems like 99% of players run around with a staff, though. Is there a reason for that? Like a staff is considered "the best" or something?

PvP = 2-Handed
PvE = Dual Wield

2-handed excels in PvP with it's burst capability and one of the best executes in the game, while Dual Wield has a much higher DPS capability than dual wield making it more favored in PvE. Dual Wield also has the capacity for 2 enchantments on a single bar, albeit weaker than if placed on a 2-handed weapon. However, both enchantments combined will end up being better in the end anyway, just make sure each enchantment is different since enchantment cooldowns are a thing. Using a flame enchantment will put all other flame enchantments on cooldown for instance.

Make sure your pick is your decision, and have fun with it!! I started with a shield and sword and the switched around level 30 for 2 handed sword as I get faster kills with it. Both are fun, for different reasons (eg shield and sword as a tank!!). I am considering dual weapons now, but I need lots of skyshards and main quests for the skill points. My point is, you can do them all if you wish!! Oh, I also do the bow!! Mage maybe next!

That's because magic is EZ-Mode. :steamhappy:

All magic guys seem to do is stand there and lob fireballs or whatever at enemies until they die, which is usually within 1 or 2 hits. I was clearing a delve the other day, trying to play strategically by pulling mobs a couple at a time, and then some staff-wielding elf comes along behind me and 1-shots everything in the corridor we were in. So I waited for the enemies to respawn, and then fought my way through the area...

I hate to break it to you but a delve is EZ mode no matter what your class or weapon use is lol
