Tamriel Standard Time
Gives you exact date and time in Tamriel and IRL. Also shows and tells the exact stage of the 2 moons, in case you have some Vampire or Werewolf business (I mean, in case you pretend to get a bite on your own instead of get from other players. That's the only use of the moons info).
ED: something with steam. it was eso clock site (search in google, this is part of eso wiki - uesp)
ED2: i seen werewolf around 8pm. so this is night time.
I think morning/daytime cycle lasts around 4 hours and night approx. 2h.
